Isn't a trade agreement diplomacy by definition? (At least in the EU2 sense of accessing the panel.) Then again, it is annoying if a nation continues to embargo you after you have got relations up to +200, but it would be exploitable otherwise: 1) raise relations, 2) embargo is lifted, 3) you make cash, 4) you "buy" new better relations with state gifts, 4) no new emargo, 5) even more cash etc. The deepest problem is that the AI's opinion about you is almost entirely decided by this superficial "relations" rating.
