I have a feeling it will be nerfed eventually via a cool down timer.

It's perfectly fine as is but I could see it a too strong for some scenarios.

I'll think that it would be nerfed to a 1-2 year timer.

Maybe 2 to match war taxes

AND / OR

It will cost 10 professionalism.

Tbh once you get professionalism so high, the quality of your troops is disgustingly broken, especially if you stack discipline and military ideas with it, to the extent where you dont even need to slacken after a war because you had practically insignificant casualties. Once I managed to stack discipline to 140% with Prussia at 100% professionalism, my 40k max drill army stack decimated some 100k+ turkish doomstack with less than 10k casualties.

It's not broken. You gave up things to get that kind of discipline and drilling. At the same time Ottos gave up what you have to get other things. Just as they can eventually wear down your investments, you can wear down theirs. I find that part balanced out.

Arbitrary loss of 40-70K manpower to an event (that can chain up) is equal to losing a province (or even several in the late game).

Losing 20-30 dev worth of provinces to an event would see no end to forum rage and everybody would demand an immediate fix.

Has this feature been used much in the dev matches? it would be interesting to see how it affects battle there, perhaps then it might be changed

I'd do a few things. 1, add a manpower pool debuff to professionalism. 2, make slackening add the difference between your current and future max mp pools instantly when you use it. 3, add professionalism cost increases to slackening from max manpower pool modifiers (Levee en masse increases cost from 5 to 7.5 for example)

Too powerful, but at least it counters something else that is too powerful (mercs, especially coupled with the obscene income you get now), and DotA proved that that sort of balancing is not the worst thing in the world so long as you constantly come back and fix the elements that have fallen behind. Problem is, EU4 has a lot of those right now.
