2. They may be out of money to to high taxes. If so they will revert.
3. Hit the deploy all to home button if it's there, I've never mobilized, but you can do that with normal troops you build.

2. It may have also been the case that your newly-promoted officer POPs merged with existed officer POPs.

I suppose he could check which by seeing if his leadership goes back down or not.
