Constituional Monarchies ignore the Pluarity effect on militancy. In revolutions they are one of the strongest form of governments because in addition you can change the rulling party without having to bother with asking the people what they think.

Or you could invest in plenty of psychology techs and keep them in line that way. :D

There is one way early in the game, the State and Government tech gives a series of invention which lower Plurality if you have a conservative government in power. However a Liberal or a socialist government have plurality increasing inventions so you must keep those badboys out of power. Late in the game there are random events linked to culture techs & inventions (off the top of my head I can't remember which) that lower plurality and convert people to your ideology (giving another MIL reduction) if you have an extreme ideology in power and no voting rights. Finally the people that want reforms the most are craftsmen and clerks, delaying industralisation will make it easier to keep your population under control.

I recently developed ideological thought and have coservative power, started on railroads tech, not sure it's that good but I need some cash income to pay for armies to keep the anarchists in line and railroads increase production and thus money going into treasury. More money allows me to pay for more troops, to keep the anarchists in line again and paves the way for my conversion back to reactionary state capitalist. Then with lots of money, I can then invest directly in industrialisation and research ideology techs and psychology techs to keep the population in line along the way.

But I need to kill plurality and kill it fast.

There are two options here, if you ride out the Liberal revolution you will get a reduction in Plurality so if you play kill the rebels for a few years things will get back to normal. However should you go down the route of granting a consitution (and converting to consitutional monarchy) you will get a one off MIL reduction for Liberal and Anarcho-Liberal POPs, this will give you some breathing space to prepare for the next step. Regadless what you do the end of the liberal revolution will fire and you loose some plurality.
