How do you create a new map?

Newbie here. I was curious about how to mod a map. Anybody know?

You need a program to edit the *.tbl files, as far, as I know, does such a program currently not exist. There was one for EU2.

You can edit the river graphics in ..\map\titels.bmp

If you only want to create a scenario with less provinces, then look into existing ones to see how it is done.
