In my current game I've received a mission from the Wolf Warriors to loot a tribe nearby, though when I did so the mission didn't complete despite my character leading the raid. When it says loot does it mean you have to completely pillage the county including sieging down and capturing the protected loot?

You have to siege down the holding, yes.

Incidentally, the money/artifacts/captives you take from a successful siege is where the real profit is, anyway, so you want to be doing that in any case.
