Where is it and how do I clear it? My game keeps crashing with the first autosave and no one has fixed this bug and I'm getting fed up watching other people play and not being able to play myself.

Go to local disk/program files(x86)/steam/steam apps/common/eu4/and from there you can delete what you want to.
Who is saying that clearing cache would help? That's really a leftover from EU3 days.
The closest I guess would be documents/paradox/eu4/gfx/ .
Oh, there's also some Steam local caching stuff - is that it? that's a little trickier.
