So we unlock the government type at admin 7 but how do we get to it. I don't see it on the change government screen.
How do you become a noble republic?

Are you a Monarchy? Then you won't simply be able to change over. There are some prerequisites (Rebellions is one of them I believe for certain conversions from one system to another)
I knew you needed a rebellion to go from monarchy to republic. However, a noble republic is kinda halfway in-between. So i guess i have to get a rebellion of some sort? Anyone know what kind?
Upset the nobles/peasants I believe, via overtaxation/war or some such thing. Communism isn't around in this time period unfortunately so Noble Republic is the closest it gets, afaik.
