During a typical game what do you guys do with balancing tech levels with picking ideas? Is it once you unlock a idea group do you rush it(is in take all ideas from the navel idea group for example)? Or do you alternate from getting a tech level, picking one idea, getting another tech level, etc?

If possible never, ever, let military tech fall behind "on-time" and I generally hang on to points so if a war starts I can buy ahead of time to match the opposition if needed. Admin I'll generally keep on-time as well although it's not the same priority level as military. Dip tends to lag pretty heavily regularly as the idea groups for it are generally more useful than the tech and the drawbacks to being behind in dip tech are nowhere near as severe-in most cases your fleet can spend the whole war holed up in a port somewhere if it can't fight competitively.

Note this is for solo play, I don't do multiplayer.

I bet in multiplayer lagging behind in tech is even more stupid.

You must try to be Always up to date in military tech, the others, not as important. It is viable to rush diplo NI instead of diplo tech for example if you´re landlocked, as navies and trade will be useless.

The tricky part really is deciding what to do with administrative points.

It depends.
When it's a diplo idea then I rush it because being behind in diplo teach is not a problem usually.
When it's a mil idea early on then I try not to fall behind in tech but when it's late game then falling behind a little is not as bad.
When it's an adm idea then I try to use my points as best as I can as in spend on ideas when tech is ahead of time because wasting adm points on behind ahead of time penalty is usually not worth it (maybe if it's a little ahead of time to unlock a new idea group then I would considering doing it)

I always keep up with all techs but I try to never pay the ahead of time penalty. So that means investing in ideas with the excess. Unless there are particular ideas that are definite positives over the tech.
There are certain tech levels that don't give much of anything, so it's sort of relative. But each case is unique.

Sometimes, I find myself still with excess points, then, I'll spam buildings to use up the points. Buildings like Armoury, and Temple, I usually have in every province.

It would be different depending on whether you are playing as a western tech or not. Western can't save over 999 points. If as a different tech group you may want to bank points for certain reasons, the entire strategy could change.

I don't like falling behind in MIL tech because of combat repercussions.
I don't like falling behind in Admin tech because of the idea slots it opens.

I will often fall a few tech levels behind in Admin. Sometimes I'm even a few techs off the next idea slot when it opens. If I don't have the points to spend on the idea group I want, no point in spending the admin points to get it yet.

In SP, it isn't as big a deal to fall behind a tech here or there, because the AI isn't going to exploit weaknesses that well.

In MP, balancing military ideas and military tech is an important skill to have. There are some techs you can comfortably wait on till the "years ahead penalty". There are others, like MilTech 10, which you should grab as soon as one of your neighbors have it. A smart player will use this "timing" advantage to get an early lead on you in a war.

This!
I normally don't fäll behind in any tech group and spam buildings as much as i can. Also, before the next idea group unlocks, in Most cases i habe finished the previous. This works, behause of always having 3 advisors.

Well, this is very situational. As mentionned earlier, about miltech, I try to stay at least on par. Sometimes, ideas give better bonuses than tech, so I just go for the idea (tech that allow a new galley type while I do not get the +galley around my country for ex.). If I already got some nice idea bonus, and their is no good bonus with the next 2/3 ideas, then I will probably tech unless ahead of time.

I'm always way behind in all techs and never finish all the idea trees. just me?

Only if I get horrible rulers, or do not play Western. Surely though, laging behind in admin tech is very sane

Ideas > tech in all but three cases:

a) next admin gives me a new idea group
b) other nations are ahead of me militarily
c) next tech gives substantial bonuses (e.g. Embassy, Royal Palace, new ships before I plan to build up my fleet)

I tend to sit on a reasonable amount of monarch points at all times to be prepared for emergencies (e.g. quickly buying a miltech ahead of time before I start a war). This way I manage to reap 10-25% of neighbor bonuses consistently, which really pays of in the long term.
