I got relations up to almost 800 but wasn't even able to sign a no aggression pact. I assume you have to do something specifically ? Instead i waited too long i guess and some enemies appeared which failed my objective. I figured I could solve it in the second map since I didn't engage them, but now it seems their allies are super hostile towards me.
How do you ally Ebra Queztal (assembly) in revelations campaign map 1 ?
