Open up a ministerfile; to the right, it says 'M8201' etc etc; that's the filename and is located in gfx/interface/pics. Just add some correspondig pic (same filename) in that folder and write the same name (the filename) in the same place as it says 'M8201'; i.e. ;Stalin; and add a pic called 'Stalin' in gfx/interface/pics.
