How do they always know?? i dont know if this is a bug or intentional

I like the changes so far but after starting a new game something happened, and it always happens but i never noticed anyone else post it before so i thought i would ask.

Near start of game and the pirates spawn. I could not see the system the base was in so as usual i positioned my fleet in between my 3 systems so i could jump into whatever system the pirates chose first.
Sensor range did not show its location. Anyway an AI i have a d-fens pact with just launches his 400FP fleet straight at the system the base was in. i have a sensor treaty so we can see what the other can see.
The AI just knew the location without having to actually discover it. (fair enough if their fleet arrived after my fleet moved in, or even after my fleet detected the base ect) Is there a perk thing like civ5 you can get where it auto shows you any barbarian/piriate encampments/bases that spawn?
