This is a mechanic I simply do not understand.

I am playing England. I have enough tech to reach Newfoundland, but not the rest of Canada. I would like to settle Newfoundland, but it remains fully cloaked in the fog of war, even after being fully encircled by my exploration fleet, and yet other coastal Canadian provinces which I merely passed once I revealed. It also will not allow me to disembark a Conquestador into Newfoundland. How exactly am I supposed to reveal the fog of war around Newfoundland?

Any clarify in this matter would be appreciated.

Every time you pass a coastal territory with an explorer there's a chance for it to be revealed. So if you want a specific colony revealed put your explorer on patrol between two sea provinces that both border the province for a bit and it should reveal soon enough.

edit: You should be able to send a conquistador in regardless though, so not sure what happened there.

It's random chance affected by the maneuver skill of your explorer. Passing by the province again and again should reveal it after enough passes. You should be able to land a conquistador into a coastal terra incognita, but be sure you are actually clicking on the land area.

It looks like your advice works, my explorer was "randomly" generated with zero maneuver, so he is practically blind, and the conquistador is just really picky about how he disembarks. I think I have to be in the right sea zone to get it to work correctly.
