How do the commanders rate/US/Jap Naval leaders

Keep in mind that rank plays an important role as well.
I did not list a summary of ranks since they do not nec. corrolate with skill and so they would just confuse the issue.

The more well-known a general was, the higher his rating in the game.

Manstein, Guderian, Rommel, Zhukov, Nimitz, etc. are well-known, and well-known as excellent generals, so they get 5s. Everyone else who the ameteur WWII historian can name is a 4.
