How do Planet Specializations Work?

What it says on the tin. As far as I can tell, they're set when a planet upgrades to a Planetary Administration, but it appears that they're stuck as what they were after that. I couldn't find any value defining planetary specialization in the gamestate file, but they don't seem to change even when I radically change the production of one of my planets. Is this working as designed?

Really? They flip around all the time for me. Depends on what you've got built on the planet. Build a bunch of alloy factories on an agri-world for example, and it should flip to a forge world after a certain number are made. Might be based on job totals?
