So I do not own Leviathan but like to skim over the list of monuments and their effects to see what I'm missing out on, and there seem to be quite a few that add some oomph to nations starting with them. Obviously a player with a strategic mind is going to set up a shopping list of monuments for their run, expanding into areas they otherwise would not just to get a modifier. But if we're talking about AI in the 1444 start, how much do they shift the balance? Ming for example gets a handful of starting monuments, does that make them more stable with Leviathan enabled?

I would say that monuments seldom ever have a significant impact on the start of the game and even in the late game they usually only make a difference with niche strategies built around particular monuments. Achieving synergy with regards to tags, religions, and cultures to make monuments both effective and worthwhile is very difficult.

In terms of the 1444 start, not all monuments start constructed or at a level that is significant. Of those that do, a minority are actually useful and almost none affect the trajectory of the game. Some Italian tags like Venice and Florence get minor bonuses that they would not get outside of Leviathan and they're probably the most dramatic wonders in 1444.

Florence gets -1% prestige decay, +1 splendor, and -10% advisor cost from its starting monument.
Venice gets +0.25 yearly republican tradition, +20% reform progress growth, and +0.5 yearly prestige from its starting monument.

The Byzantines have arguably the most useful early game monument in the Hagia Sophia, which grants minor boosts to patriarch authority, clergy loyalty, and tolerance of both heretics and the true faith.

Overall, these are very minor and will not substantially affect your gameplay experience. I mostly view wonders as trophies and money/manpower dumps if I'm not aggressively min-maxing. Some players (like the British) will cross the world to get a wonder that boosts naval forcelimit or something, but generally wonders never grant a net positive return on investment and are mostly a flavor thing. There are exceptions, but it's not a big deal in my opinion.

Ava starts with one extra missionary, Timurids with extra merchant, France gets extra papal influence so they can get curia bonuses quicker, Khmer starts with -10% tech cost, Aztec starts with doom reduction so I quess reforming religion would be easier.
Bohemia has nice bonus to imperial authority but they need to become emperor and convert province from hussite

Some nations start with extra diplomatic reputation but I don't know how much impact it has just on their start



Ming starts with

+0.03 Mandate growth modifier

The Great Wall of China at level 1
Province modifiers:

without upgrading it makes very small difference but with Mings manpower you can upgrade

The best bonnus are locked behind condition (e.g :+10% disc but you must play zorostrian) or a lot of ducat/manpower and can be finished around late 1500 (malta -15 WS or grenada 5% admeff)

They also have nice artwork.

I'd say the Aztecs has one of the better 1444 monuments, because you can get it to tier 3 through an event and the passive doom reduction gives you healthy wiggle room in building a powerbase while reforming your religion.

Monuments help ming be more stable yeh, winter Palace is really good for moscow, get it to tier 2 asap and you can get institutions easily
