How do I win the mission to "Control an entire neighborhood?"

Hello,
I (The Outfit - Al Capone) took over ALL the rackets in one neighborhood. Why didn't I win the mission to "Control one entire neighborhood?" What do I need to do to win that mission???

There are unexplored areas in the neighborhood. Maybe another gang or minor faction owns rackets there?

I believe you need to own more than 75% of the rackets in that neighbourhood. If you look at the neighbourhood summary it will tell you how many rackets you own, and how many rackets are owned by everyone else. As @babuchas1 says, I assume there are at least 4 more rackets in the unexplored area in this neighbourhood.
