I'm new to playing with the UK. When I start off I have a huge navy, as to be expected. I don't get very much manpower due to the party in charge being anti-military. I put a jingoist party in charge so that helps me a bit. However it takes time to build up my army and it still isn't anything to China's army. How many states do I have to occupy in order for me to win?

Eh, really, don't bother with the parties.
First thing as UK is, station all armies in india at the border to panjab, declare war and then annex.
That'll give you loads of manpower, oh and don't forget to annex sind too, it has a lot of soldiers too.

Chinas army mostly consists of Irregular troops which are no match for yours. They have a few divisions that are of reserve quality though and will be able to cause some trouble, but on the whole not much to worry about.
The worst problem when fighting China are the constant partisan revolts that pop up behind your lines.

you'll be able to take on china with relativley few units, if you are attackign mountains you may need to equal there numbers or outnumber them, but on the plains you can defeat many times your number in irregulars.

Make sure you keep some cavalry in the rear to deal with revolts. Your main constraint is manpower which won't be much of a problem if you took punjab.

Step 1: Take Hong Kong

Step 2: Take Shaozhou (the province next to Hong Kong)

Step 3: Quickly occupy some territories of China, Taiwan is a easy target, make sure step 1-3 is done in 2 months. The peace event should fire.

you need around 12 divisions to execute that, make sure you done it fast, or else, the Chinese would gather their massive army and crush your puny army. You might beat their army, but you won't be able to win totally without an enormous army of 100 divisions. (China is however, having a crappy AI that is willing to give away land after you occupy a few province of them)

This is totally realistic, had the Opium war went on for longer (all hail the cowardic empeor!), the British would be all pushed back into the sea.

i don't know i really don't think you need 100 divisions to take china, early on. I just keep my divisions in groups of 3 and conservativly advance all around the country. As japan i did it with 30-40 divisions (although i defeated them with much smaller armies for smaller gains), the main problem was that i kept running out of manpower, thats the real constraint. It can be avoided some what if you avoid battles where the enemy is dug in and in mountains on mass. I assume it would be much easier playing as britain with it's endless well of indian manpower. It is simple enough as any nation to pluck a highly populated province off china (or two) with about 15 divisions of brigaded infantry IMO.
