How do I upgrade primitive admin building and make conquered primitives to work them?

I conquered a primitive species but even after the stellar shock modifier is gone they won't take specialist/ruler stratum jobs and there's no upgrade button for the admin building. I can't replace it or demolish and build a new capital building cuz it won't show up on the buildings list. I've reported this as a bug but I'm posting this here just in case this isn't a bug and there's a way to solve this problem. Thank you.

Hmmm, I thought if you invaded a primitive world, the buildings were demolished (except maybe those pyramid things) and the capital changed? Looks like something went squiffy with those primitives.

Okay I found the solution. Just demolish everything and a new colony shelter will pop up. I was about to quit the game because I wasn't feeling it but then my last resort worked.

I faced the same problem, and the last solution didn't help me. I demolished everything... and nothing happend. I'll try to do the same and skip a month, but I don't sure that it will help.

Removal and respawning of mandatory buildings is done via Events. And if they fail to trigger, it can get you into deadlocks.
However there is usually some code to recovery from the oddest states.

I'm also running into this issue with my current game. For someone reason, primitive admin buildings don't go away. Not given the option to destroy them either, I did have that in a previous game, This also appears to be happening with normal empire admin buildings if you integrated a vassal empire into a hive mind. It's really quite annoying because the only real work around I've found is to move all my more drones, freshly assimilated to another world, so that I can just recolonize the planet. Get the hive node, which I need in order to get many of the hive buildings, while repairing any buildings past the second slot that I wan to keep. I'm hoping the devs have seen this issue and the next patch will just have the game auto update admin buildings for inhabited worlds that were acquired (even if it has to undergo a build time).
