The AI is trying to spread out the units to cover the front line equally. Here's the problem: in order to have a planning bonus, you have to let the AI control your units. If you give manual orders to units, they lose the planning bonus three times faster than if they're under AI orders.

You can finagle the AI into doing what you want. For example, you can put your breakthrough units in an army with a small frontline that borders the province(s) you want to breakthrough, and your defensive units in an army with a longer frontline that includes it. Give the breakthrough army an offensive line or spearhead, and the defense army will move units to cover the territory they take as the frontline moves.

So... the game has been out for 6 years, and there still isn't an option to turn it off. Essentially, I have to eat the punishment of the ai messing up all my unit deployments, if I want a planning bonus. That is cool.

That’s a Main-Feature of the Game, which mean it’s hardcoded.
You have 3 Options:

1. you use it (to give the famous Pilots, Generals and Admirals) an Chance to get more important Features you need earlier or later

2. you make the boring rush through the Game with the 50 / 50 Chance of winning/ loosing

3. you play anything else if you don’t accept this important Features for your Troops, which get upgraded in 1.12+ incl. upcoming DLCs.

A way to get planning bonus but not share command with an AI is to set up a field marshall frontline and draw an offensive line toward anywhere starting from that too. Then unassign all the units from it. They will still tick planning whenever they sit on the frontline but will not move or attack anywhere by themselves.

You can also set up the field marshal front line, and then give the general an area defense order in some neutral territory that your units can't enter. Units on the line will generate planning, but the AI won't move them at all. This does mean that you do have to manually micro them though.
