I don't know if it's possible. Especially in countries that don't have elections. If I remember correctly from my own campaigns the only times I got a referendum was as an unalligned country. Change with countries already communist/fascist/democratic required civil war.

It is already mid-1939 and I have 55% democracy. How do I switch Germany to a democracy???

Playing Finland with the new release I noticed some decisions that I don't recall getting a notification about that first allowed for a 'peaceful transition' and then gave a referendum. They cost PP, something like 50-75 for the first one and I think it was a hundred for the referendum. There was a civil war option that was cheaper, but I sure as hell wasn't going to kill any Finns that would be needed to smash the Bear's paw!

That might be the way you have to do it now, though I did get the 'Vanguard' event and I read about someone getting Fascist Assault Divisions, so those events are still in place.

I'm fairly sure in 1.5.1 they locked it behind yet another PP paywall, i.e. Open Up Political Discourse.

So that now in order to change your ideology you're to pay: 150 for the advisor, 75 for the Discourse, and then 100 for the Referendum, for a whopping cost of 325 PP, or 2 designers or Cabinet ministers.

You also better go down the political path to the third one to get the extra bonus to your preferred ideology or it will take forever to get there, especially if you don't/can't get an event like 'Vanguard/Fascist Assault Divisions.' The days of paying 150 PP and waiting a year for your coup with the 'Reign of Terror' where you get that PP back seem to be over.

I disagree - not with you, but with the design changes - atm I'm just waiting out for another election cycle without bothering to enact any politic related decisions and thus saving precious PP.

Because realistically getting fascists into power in late 1938 compared to them just winning elections in Sep 1940 (Sweden) for me isn't worth 175 extra PP and debased stability. The prices are just too steep and you're to pay that precisely when it matters most - early game.

Things like opened political discourse could happen on their own, as long as certain parties gain enough support. On the other hand, plunging straight into civil war once they hit 70% is just stupid - something SHOULD happen in between without player actions (and PP costs).

I didn't know you could wait until 1940 and have the Fascists win the election, is that what the event about holding elections was about? Had I still been Democratic would I have gotten a referendum, (if I had a plurality but not a majority) or some event like the coup? I loved the latter, there's nothing like having that many political points short of playing Germany.

That wouldn't work for me though, I play Sweden to rally to the cause of the Finns and bitchslap the Bear, then install the Democratic Reformer to help take down the Reich. For that I've found I need a pretty big army early, the Finns have a helluva time with the Soviets up north and I have to help cover that whole front along with the Baltic States/Novgorod front.

I started a game with the intention of trying to stay democratic with Sweden and see what I could accomplish with that, but then got an idea for playing the Finns with the new Mass Assault changes and abandoned it to try that out. Frankly I like that there are benefits to staying democratic and it's more costly to change governments, the ease and advantages to coups always kind of bothered me, but I ignored that because there's so much more you can do with that 7% pop and ability to lend lease and send volunteers. I wish they had made that easier for democracies as well, some Swedes did volunteer to fight for the Finns, some Americans (and people from all sorts of different democracies) fought in Spain.

In a nutshell: once elections come, you need 50+ to peacefully install fascists. If they are just a single most popular party, you'll get either 'Democratic Parties in Minority' instead, offering you to boost w/e you want bar non-aligned - that's if at peace.
Or - If by then UK declares war on you - 'Government Contested', which is a bit better yet still won't change the ruling party.

Once popularity hits 70, it's instant civil war, though, so all in all it plain sucks as getting the (most) fun started at late 1940 is a bit too late.

Getting 50+ for September 1936 elections is impossible.

I looked through the files, i believe nations that have the ability to go democratic via foci cannot get the event to flip them to democratic, which is ridiculous in my opinion.
Essentially if the following trigger is true, then the decision to cause the flip is not visible.
Edit: Well, the peaceful referendum transition, not sure about self triggered civil wars.

I then tried the 'Oppose Hitler" branch as an alternative but I noticed that you can't go to extensive conscription or a war economy unless the German government is Fascist or Communist - even fighting a defensive war with 90% stability and 95% war support. That sucks! Bring back DoD rules please.....I'd rather die dishonourably!

As the post above yours says, you can't go democratic if you don't take the oppose hitler path as germany anymore
