How do I to use photoshop to make a flag "wave"

I have been using the hoi flag making tool to make flags, but the problem is that none of the flags that I make have that "wavy" effect that all the hearts of iron default flags have.

Could someone explain how I could use photoshop to fix this and then just place the image in the flagmaker tool? Is it an action that I need or what?

I just wonder if you are using the Flagmaker program properly? As when I have used it in the past, it always works and has the flags "waving" automatically.

I've personally no idea about photoshop, but I'm pretty sure there was a tutorial for this some time back?

Well, the flag maker does make the flags have a "waving" animation. However if I were to use an image from, say, Wikipedia, then it's a waving flat image as opposed to the default flags that look like there are ripples in the cloth. I found a Photoshop action that made the flags look like Hearts of Iron 2, but now I'm looking for the Darkest Hour's flag style since it's different.

Nevermind, I found it and a tutorial on Youtube.
