In my Ming game, March 30th patch, those pirates keep comming even after I have wiped out Korea. The penalty from the raids is small compared to the total size of the country, but boy, it is annoying.

Historically, they were sooo annoying that Ming gave up sending more expeditions and relocated every coastal village instead

They're not from Korea, so wiping out Korea is not supposed to affect it. But the reason you've got them in the first place is that Korea stopped their raids and sent them packing further south... ;)

The Wokou pirates were supposed to be Korea/Ming only, and there is an event chain that can get rid of them. The problem here seems to be when those provinces change owner before the pirates have been dealt with. The starting events need to be Korea/Ming only but everything else should look for modifiers/flags rather than a certain tag. Can hopefully fix this before the final patch.

Playing as Manchu with conquered Ming provinces, the pirate event is firing. Also happening in this game as Manchu, Japan and Korea were conquered. There should be a point for which the pirate event simply stops firing due to changes in the region and slider position. The pirates flourished in Ming because of Ming's anti-piracy policy ("starve the pirates by restricting foreign trade").

I'm hating this pirate thing. I've got troops in the coastal provinces but the event is still firing. I've also enacted all the available coastal defense decisions but they don't appear to have done much.

Is this event chain going to be fixed anytime soon?

BTW, I'm playing Manchu so I'm guessing I don't have access to the pirate event chain as Ming and Korea do.
