Since 1.9 is a mess right now, I'd like to not update. But when I go to the EUIV properties - updates, the options are "always keep up to date", "only on launch", and "high priority". Where do I find the option to turn updates off?
For EUIV, you can make a copy of the entire game folder, because the game works when run outside of Steam, at least; and also Paradox uses the beta function, as others have mentioned above, to keep older versions active for a time. For other games, you would have to set it to only update when I launch...then disconnect from the internet before launching each time.

The closest is to set Steam to offline mode. Of course you can't do Ironman or MP that way ...The best you can do is make a copy of EUIV somewhere else on the computer and play from that version. Unfortunately you are stuck with 1.9 since it already downloaded.
