Read the manual. Select your unit, hold ctrt and right click province of your choice. Choose Str. redeply. It takes about a week to do so. Sometimes it's faster to force march the unit there.
You also can't redeploy untill you have researched "Rear Area Supply Depot" in the infantry section.
