Hello. I have read all the guides I need to.

But still I dont seem to be able to promote Capitalists POP's at all.

Im playing Argentina, 1863 at the moment, 15 cultural technologies, 11000 treasury, 12 commercial technologies and 4 or 5 industrial techonologies.

How do I promote POP's to capitalist status? I have bought all the necessary good from the world market and I have the money. But still... I dont see the button to do it.

Also, you can't have a certain type of economy, i can't remember which, but one of them prevents there being capitalists.
State Capitalism and Planned Economy.
Under State Capitalism the amount of money required by capitalists is so great that they will hardly ever build anything, under Planned Economy capis will never build anything.
Since only communist parties have Planned Economy as an economic policy, you'll have a communist revolution which IIRC converts half of all capitalists into labourers (converts some aristos as well).

If you have gone Planned Economy, set rich taxes to 100% and eventually you will not have any rich people left. Use the money you get from over taxation to massivly industrialse your nation to the degree that you have no poor pops left.
Then you have a communist paradise, everyone is middle class!

True.
But communism is unsustainable as clerks and officers will have a massive plurality boost to their MIL, so it's not a good idea to get rid of all capis.
Of course at that stage the cost of remaking them is probably insignificant.
