How do I physically build an embassy?

Hi,

Quite new to the game. I've been asked if I want to establish an Embassy which I do! So how do I actually build it? Which part of the UI is it hidden in? I had this on a previous game, I got the offer to build an embassy and then ages later I stumbled on a button that said "Build Embassy" or some such but I can't find it again! It seems strange that there isn't an option on when the asked if you want to. Is this explained anywhere, if so I'd be grateful if someone could point me to the URL.

You don't have to build it, its just an accord between 2 empires as research agreement or migration treaty

There's also the Embassy Complex, which is a mid-ish game building you unlock through a tech, not to be confused with diplomatic embassies because it just gives you another envoy.
