How Do I make the Ruler Design DLC work

I tried ticking the box in the start-up menu but it just says i need the ruler design DLC to use it...Any clue what I can do(I have the DLC by the way)

On a side note I can Use the haircut feature.......nothing else

Can you elaborate on this as it seems it's there and you can use it, but maybe not as you think ?
