What do I need to put in a country's AI file and/or the savegame entry to make it build railroads?? Most German minors never build rail, which is totally idiotic, they have the tech and they could really really use it. Hannover is the most obnoxious railroad refuser, they have that large piece of real estate and don't do jack with it! No rail, no fortresses, nothing. They act like stupid placeholders. :mad: This totally screws Germany up when the Prussians try to save them from foreign invaders - and of course their economies suffer.

What is the special thing with the belgium ai file?
I've made a single ai file for example for hannover with these settings:
Code:
construction = {

	fortress_pref = 2
	railroad_pref = 11
	colonize_pref = 0
	factory_pref = 7

	fort_borders = { FRA HOL }
}

railroad = {
		max = 3
		target = {
			295 = 6
			296 = 1
			298 = 1
			301 = 1
			302 = 1
			303 = 1
			352 = 3
		}

	}
But they build no railroads! :mad:
Is the preference number to low on the target provinces or what?

They have $? resources? they aren't at war? MOST important, do they have the tech?

Cause if not, no RR.

In BRZ, URU and ARG, I have plenty of RR

So... does a country build ANY railroads if it has the tech and money and resources, but lacks the "target =" stuff in the save file AI entry? :confused: It would be a shame if it didn't. From what I've seen so far, I'm afraid the AI doesn't know that it should build railroads in provinces that it isn't "supposed" to have... it would be awful if the AI was that stupid.

The AI builds RR without the target, but with the target set, they are likely to build more efficiently.

I've just done a little checking around... as of 1851, of all German nations only bavaria, Lübeck, Prussia and Austria have built railroads. :mad: Prussia, like usual, has level-2 rail all over, the rest have level 1. Hannover, Frankfurt, Baden, Württemberg, the Hessian principalities... not a friggin' meter of rail track. :mad: It's likely to stay that way into the 1860's because the goddamn stupid AI researches Navy and Army techs instead of comemrce and industry!!! Navy!!!! For a south German nation that doesnt even have a coastline!

Aaargh... well, they're also poor. Hm. (I loaded the game as the various German minors to see what was the problem.)

Here's a suggestion: Instead of "traditional academic", the minor German nations should start out with a "army-industrial" or "industrial-science" set. It makes more sense... many of the smaller German principalities did have railroads historically as early as the 1840's despite their limited financial powers.

Holstein had a railroad linking Kiel and the mouth of the Elbe by 1844. The Brunswick-Hanover railroad was completed in 1838. Frankfurt-Mainz 1840. Freiburg-Heidelberg 1843-45. Dresden-Leipzig-Halle 1838-40...
