if you vassalize 4 out of the 7 electors you're pretty much guaranteed to be elected. don't think there is an easier/safer way to become emperor (?)

It doesn't really require mass vassalization. I did it by:
1. Helping the catholics win the League War (in order to remove protestant/reformed electors)
2. Completing the mission to PU Austria (taking Austria out of contention; if you're lucky - which I wasn't -, that might also yield a PU with Bohemia, securing one vote)
3. boosting my diplomatic reputation; IIRC I took diplomatic and influence ideas - both decent idea groups for Spain anyway -, ran a few policies that boost dip rep (I think diplo-expansion, diplo-offensive and diplo-quality) and had the advisor.

This should be enough to get 4 catholic electors to vote for you.

Well, Brandemburg IS the emperor and it's not small...
And they do get +1 dip rep from their Brandenburg ideas (that they don't switch out of because they are catholic). That is an unfortunate scenario. You might have to either beat down Brandenburg or vassalize four electors in your game.

There is no guaranteed but rivaling the emperor and humiliate CB along with allying the electors will work eventually.

Enforcing show strength will tank their prestige

The way I did it - Very similar to Twoflower above -

You have Diplomatic ideas + Influence ideas
You won the league war as Catholic
You have the diplo relations advisor
Add policies that buff diplo points
Either be papal controller or get the papal diplo bonus
You're aiming for around 10 diplo relations points
Max your relations with the electors (gifts, influence, alliance, marriage if you can, etc etc)

Then - either (depending on your military situation -

Use the Spanish mission tree to PU Austria - this should make you the strongest Catholic nation = election
or
Use spies to sabotage the reputation of the other emperor-likely electors (Brandenburg in your case) - this should make you the only sensible choice. You may have to sabotage several nations.

Well, that does change things - I suppose the achievement is quite a bit harder in that case.
I suppose a creative way to do it would be to actually become protestant, win the league war for the protestants and be elected by protestant electors?

Fair enough - you need max diplo rep then, and you absolutely need to sabotage the reputation of the main electors - the espionage ideas help with this, along with the spy network advisor.

I did it by allying+RM five electors and boosting diplo reputation with the diplo idea groups, policies giving +1 rep, advisor and the control of ivory trade (on the African coast).

By the way in my last game the Catholics lost the League War... well actually the Catholic Emperor lost but four of the five Catholic major powers (France, England, Commonwealth and Portugal) were part of the Protestant League. With most of my army being overseas, I was able to defeat Portugal (and win 4 provinces) but the French in the meantime conquered Germany and the Emperor surrendered before my armies reach the area.

So to have the achievement, I switched to Protestant. I became Emperor when the first protestant Emperor (Wolgast, so not a big country) died, but found that the HRE was a mess. I spent the next two decades converting catholic and reformed princes to protestant and retaking provinces held by non-HRE members.... and then my heir and my emperor died in 2-3 months, and I lost the throne to... Austria, that had switched to Protestant too ! (I had not been able to unlock the mission for PU Austria due to zeal blocking conversion in

By the way, at this time I also realized that to finish the Spanish mission tree (another achievement), I have to create Holy Orders in America... and only Catholic can do that. So I switched back, and rather than be Emperor and push to Erbkaisertum, I destroyed the Empire. I was still allied with 5 electors, and the two remaining were allied so attacking one drew the other and the Emperor in the war, I just had to take all three capitals and boom. By the way I switched back to Catholic just before the war so the -100 prestige for switching was "cancelled" by the +100 prestige for destroying the HRE.

There are several options that should work:

1. Mass vassals
2. Ally enough electors (remove distance penalties by an early jump to Calais or wait to you have Spanish Netherlands), improve relations, get + dip rep, then declare war on somebody outside of the HRE allied to the emperor (e.g. Hungary). Drag out the war until the next election.
3. Join the HRE: "lose" a few wars to Navarra, Grenada, and Portugal to get below the dev cap, move your cap to something near the HRE (e.g. Calais), suck up to Austria, click join HRE, then reconquest your land to lose the -50 for being outside the HRE and more freedom to beat down your rivals.
4. Ally Austria and help them beat down the big states in the HRE (e.g. BB, Bohemia), then backstab them with your PU mission while allied to electors. Everyone else now has a -25 "too small".

Frankly, once you ally enough electors it should not be too hard if you take Dip or Influence, spend some Influence, and nab the Ivory trade, particularly as you can negate Austria with the Mission PU.

Diplomatic ideas and trading in ivory. Pay for the papal legate on cooldown and ally/royal marry electors. Austria is much more expansionist than they used to be so they will have dip rep drops from overextenion and will accumulate AE. If you are aiming to be emperor ensure max prestige and legitimacy at all times as well.
