I don't think so, at least it's not a command listed in event commands.txt.

You might be able to via an event, however, it would be easier to just go into the province file in the db folder and reduce the MP of the province yourself. I just did that to reduce England's MP daily gain. Very easy you just need a rudimentary knowledge of how Exel works.
