i really wanna make a scenario where finland have a strong navy and decent land army but when i use IC and IT it also affects AI
How do i instant_training and instant_construction without affecting AI ?

Alternately, have you considered creating a mod for it? You should only need to replace the OOB (Order Of Battle) for Finland, you it shouldn't be _too_ hard. ... but I will still wish you good luck with it.
- Starting a new game paused,
- turning AI off - Iirc, the command is just 'AI',
- turning IC and IT on,
- building the stuff you rightfully deserve!,
- turning IC and IT off,
- then finally turning AI back on.

That does not work. Ships are in the queue for the AI even if you don't unpause after starting a new game. The second you resume (even with AI off) the AI's build queue (thus their ships and whatever else) will insta-build.
