Download the installer, and double click the executable. Click next until it installs. After that the only thing you need to do is launch CK2.
Open your eyes and choose the most obvious stickied thread in this subforum.

"Obvious" and "stickied" are two words that sadly do not tend to go together in this forum.
C'mon even if "[Release] Version 0.1.6 General Release" isn't obvious enough for some, opening every stickied thread and looking at the first post
of the seven existing isn't that hard to do.
