How Do I Initiate Voting?

Indeed, do you have a favor on your liege? I just triple-checked the system so that there's nothing wrong, and as far as I can tell it all works. If the issue persists even though you; 1. are on your Liege's Council and 2. have a favor on your Liege, please file a bug report with an attached savegame.

Question, shouldn't the tool tip make mention of you needing your liege to owe you a favor?

In the tooltip for the 'Character owes you a Favor'-alert it states that Favors can be used for starting Law Changes in your Liege's title.

Edit: The only other reason why you would even know that you could change your Liege's laws is via the Achievement, I presume? Perhaps we should update the description of the Achievement to make it clear there as well.
