How do i increase the life rating of an uncolonised province?

i know its through technology but cant find which one

The Technology doesn't improve liferating, actually, it allows the country with the technology to colonise provinces with lower liferating. There are about 5 techs that do this, which are listed in the Technology chapter of the Strategy Guide.

Other things (events) will change the liferating, but those aren't the same.

just went through guide but couldnt find the relevant technology, could you tell me which are the perticular technologies?

I know atleast Nationalism & Imperialism, Machine Guns and invention related to Medicine reduce the required life ratings.
