How do I get rid of Kurdish separatism and sectarian woes while staying non-aligned?

I'm going for the achievement to have no negative state modifiers as non-aligned Turkey, but I think I may have accidentally screwed my game by not reforming Turkey, because it seems like there isn't a focus to get rid of the sectarian woes while following the "Peace at Home" path as I've done. The only decision I have regarding the Kurds is to exempt them from conscription, but I've done that in a previous game and it merely replaced the negative state modifiers with a different negative one.

So, tell it to be straight.... have I screwed my game? Is it impossible to remove these modifiers now?

There is a focus that let's you give exemptions from the draft to Kurds and a decision that makes the fanatics like you.

The Achievment fires if you give the Kurds Draft exemptions, atleast it worked for me.

There's an easier way to get the achievement.

Disable BFTB, start the game as turkey in ironman, and..... done. That's it. You should instantly get the achievement because without BFTB Turkey has no negative national spirits.

You can also get the achievement if Kurdistan breaks free and you got rid of the other negative modifiers (at least that's the way it triggered for me).

Wow, I had no idea about this. Just did it now and got the achievement (still played up to late 1941 as Turkey, though). That saves me a lot of time and PP. Thanks!
