I just created a new CoT in the Pacific. But the only provinces that are trading through the CoT are my own. None of the other nearby provinces are using my CoT.

They're sending merchants, of course, but when I hit the Trade Map, I can see that they're all trading through other CoTs in the region.

Is there a diplomatic way to get them to trade through my CoT? Would a Trade Agreement do it?

It depends on the religion, I think. Also, provinces join the trade centres of their own country, for preference. The best way is to become a merchant republic, and then force them into your trade league. That is the only sure way of getting them to trade in your country's CoTs.

In general, provinces will trade through CoTs with the following preferences-

Trade league CoT (if in one), owned CoT (more Mercantalist slider gives this even greater weighting), same religion CoT, closest CoT travel-wise (tends to favor coastal CoTs over inland CoTs), embargod CoT (last resort).

The closer your CoT is to a province, the lower the threshold it has to beat for the province to trade through it. This is why you'll see a lot of provinces trade through an adjacent CoT even if it is wrong religion and culture. As you get more distant from a CoT the preferences tend to take over. Unless you are a merchant republic there's really nothing you can do beyond siezing & converting a province to direct where it will trade.
