How do i get naval harbors and airports?

I am playing countries all were seperated from waters and did not have any airport ..

My question is how can i possibly get naval ports and airports?

I tried annx a nation which have many air,naval ports,but i still can't use the harbors!

P.S: When i right click any of my province,i see no options for me to set!

You can build them. But you should be able to use the annexed ones.

I don't think he can deploy units from force pool to a port in annexed territory, at least I cant.
