How do I get my custom religion to have absolute cognatic elective? It defaults to agnatic?

I have made a custom religion, but my religious head's duchy always reverts to agnatic open elective when the current one dies.

My religion is feminist and allows absolute cognatic succession and female temple holders, yet I can't get this to work.

Many pagan religions allow for a female religious head to be elected, yet aren't feminist.

Any idea how I should proceed? Thanks.
