I'm starting a new game, again as Brazil, this time under VIP:R. And following a tactic mentioned in the "Roof of the World -- A Tibetan AAR" thread, I am trying to get some of my POPs who were working in a grain farm to migrate to other areas of the country with more profitable RGOs. So I've closed down the four grain farms I started with, hoping that those farmers would take the hint and move.

Not only do they not appear to be moving, they actually seem to be increasing in size.

What am I doing wrong?

You closed the RGO. What you need is to get a full RGO with unemployed pops.
Try this:
-Is the RGO is in level 1, get 5 pops working in it. When one of those pops goes to 40k or more(if you are using revolutions), split it and you will have 6 pops in a province with only five jobs. Then the unemployed pop will start to migrate to another provinces.

However if you have pops smaller than 10K also in the province, and you convert the new 10K pop to another workforce, then all your <10K POPs will also try to merge with similar POPs that have the same culture, religion and workforce.

so if you have in the same province 2 clerk pops, one of 7K and one of 4K, and you split a farmer pop at 40K into a 30k and 10K, and then convert the 10K pop to craftsman, the 7K and 4K clerk pops will at the same time merge with each other to form an 11K clerk pop if they have the same culture and religion.

Unfortunately, getting 5 pops in those RGOs isn't an option, so far as I can determine. Each province has only 1-3 POPs, and all of those POPs are farmers, working the Grain. And none of them are big enough to split.

If there's another way to fill those POPs, I'm all ears.

I could be mistaken because I was not giving it my full attention but further to your points I swear I saw an approx 11K merge with a 2 or 3K POP recently. Although it is entirely possible I was hallucinating :wacko:

There is another way....If the target province is in a state or you can grant it statehood, then you can build a factory there. Promote pops in other less valuable rgo's to craftsmen and they will migrate to the empty factory. Then convert them at will to the type of worker you need for the rgo you want them to work in.

I do this all the time to get pops into those level 5 rgo's the make buttloads of money. You can have several different pops moving at once so promote more than 1 to craftsmen.

How long does this usually take?

I followed your advice and converted workers and farmers to Craftsmen, but they're very stubbornly staying in their home province instead of moving to any of the empty factories I have.

Correct. No factories in any of the states where I converted farmers to craftsmen.

I did, finally, start to see some migration. Small amounts, as you say. But not from all the provinces with unassigned Craftsmen. My Craftsmen in Belem are just sitting there, growing every month, and not moving.

Looking this up, all three of the major cultures Brazil has-- Brazilian, African Minor (Afro-Brazilian in VIP), and Amazonian-- are short-range. However, I'm not sure of the max range of short-range pops.

I believe that pops generally like to go to rgos that are currently being expanded, along with the other high profit rgos. Though I may be mistaken on internal migration.

Apart from range, to migrate, cash reserves of said group have to be zero, says the Wiki. All hail to the Wiki.

It also states that in order to emigrate, the militancy has to be above a certain level, though I am not sure wether that applies to internal migration, too.
If I understand the Wiki correctly, internal migration and emmigration are just the same, mechanics-wise.
