Crap, nevermind. Just checked plot power - can't get higher than 60%. The King of Lombardy is 24 years old, usurped the throne in a war less than a year ago but he's already put down a major revolt so he must be benefiting from that opinion modifier. No one can be persuaded to kill him. I'll deal with the succession after this war.
