I should be uninstalling the game at this point. This is so frustrating.

Maybe you shouldn't assume it to not be frustrating. Stepping on USA's toes isn't supposed to be a cakewalk and the game acknowledges that.

I can see the frustration, but the Monroe doctrine is a thing. And I wouldn't have been surprised if they responded with force in real life if there was an aggressive land grabbing dictator in S.A. during the 30s and 40s.

The competition in S.A. is pitiful. if you want to control all of S.A. without fighting the only actor who could stop you, why not just use console commands?

I would also like to note that the United States isn't very strong early on (they lack military factories to arm their men and have ridiculously prohibitive consumer goods levels). If you get land access to them you definitely have a chance at beating them.
