I'm testing out a personal mod, and finding some strange things. For instance, the number one power in the world at the beginning of the mod is Austria, which pretty much does everything as it should. The second is Travancore, which uses the indianminor.ai and is civilized. It expands its industry base, but never builds any railroads, ever. Several other nations, including the much-weakened UK, also are slow in building railroads.

However, those are just the tip of the iceberg.

Brazil, which is much-reduced in size, gets enormous immigration (on the order of 50 million - it's not uruguay) and turned itself into a great power. By contrast, Columbia, Bolivia, Argentina and the Rump USA all do almost nothing.

Worst of all, I wanted to make Dai Viet, in SE Asia, a potential great power. However, even with civilized status and 50 million people, all it ever does is sit there. It's government is State Capitalism, and though it has no capitalists per se, I'd expect it to do something!

How can I get the AI to be consistent in whether and how it industrializes?

I read somewhere that if the player has state capitalism, sometimes some AIs won't build anything. Maybe the nation you were playing when testing was state capitalist?
