How Do I Exploit A Special Resource?

I had a dimensional portal appear on one of my planets and after I did the special project it left behind a special terrain that gives extra research. How do I use that particular terrain? Does the first lab on that planet get it? Do ALL labs on that planet get to use it?

Check your Specialists job breakdown. The deposit creates a special job type that can be filled.

And under the special recources there should be an entry that explains - probably 1 portal researcher job per 40 pops
