Do you border any of those small HRE nations?

Off the top of my head...
1. Wait for the Imperialism CB.
2. Vassalize and wait for the mission to incorporate.
3. Guarantee the independance of states they have missions on, hope for a defender CB.

If you take Unam Sanctum, you can take provinces for 2 Infamy if they're Catholic - but that doesn't help with annexation, so no good with OPMs. If they're republics, & you a monarchy, & you take the Counterrevolution NI (which is very late game), then you can annex them for 25% infamy.

Other than that, as above, or force a PU when you can. If you do get rid of the HRE, you'll find a lot of the OPMs will get swallowed up by other nations (then released, then swallowed again).

Disbanding the Empire is the best way to go; then you can vassalise them and I expect some subjugation missions might pop up if your nation is of any size at all :D :p

unified spain always happens to me and its either austria bohemia or poland usually poland as i play death and taxes so you get bonuses fighting hordes and people aren't overrun in the first 5 years really fast

Best way? Become Emperor and enact all the reforms. (use enforce religious unity to gain imperial power and/or vassalize everything in your path) Not the easiest by far and quite time consuming...

You can do as the above post - but remember. As an Imperial nation, you gain Illegal Imperial Territory up until it is cored. This means in 50 years for each province you must wait for this to go away, which is about .25% for each province roughly.

But when you do form HRE it'll all depend on culture and location. Such as I being Austria, and gaining at least 3/4ths of the cores of the HRe except in the more non-germanic out-most-regions of the more naval-nations.

Having vassals for a long time helps as well.

But since you aren't, you just gain a casus belli against you up until you're Emperor yourself.

EDIT: Or Cleansing of Heresy the whole joint, which allows you more vassals and to pick apart the Empire if you wish.

You can form the Empire without being a member. So there's no penalty for the illegally owned territory.
I just did that with Spain ... nice HRE stretching continuously from Portugal to Constantinople. Very rewarding thing to do ;)

I do, however, don't really understand on which conditions cores are gained upon the enactment of the last reform. I got some provinces which I neither bordered nor shared a culture with ^^

Provinces owned by nations you border basically will become cores. There are rules about your province having to be a core, the target province having to be a core of the owner, and whether the province is part of HRE that I'm not 100% sure on.

I think your province bordering them must be cored which gives cores on all of their provinces which are both their core and a part of the empire but I could be wrong.
