You have to set your empire policy to Population Controls (goodbye Egalitarian faction happiness) and then you can click on the Assembly portrait on the population screen of each colony and choose a template.
Note that doing so may slow down growth as it warns you there is a penalty for selecting away from "Any", but I haven't bothered timing it to see if that only applies to organic choices.

This is very unintuitive. I hope they change that. I tried clicking as crazy on the robot portrait and nothing changes. Couldn't stop robot production, nor change the template.
I think this should be a bug. I have filed a bug report but cannot get any response. https://forum.paradoxplaza.com/foru...p-requires-population-control-policy.1134801/Robots and droids shouldn't be affected by population control policy imo. Also a way to retrofit specific job types or strata wouldn't go amiss.
On top of this it would be nice if pops would be swapped more quickly for jobs they are better suited too.
Orrrr they just had other priorities for this patch.This bug still persists in 2.2.5. Seems like devs want to ignore it =-(

Since they did not write anything, I fear that they think it is working as intended - the space-egalitarists of the future will think that choosing what type of non-sapient robot to build violates robot's rights...
