So according to the Wiki I need Level 3 Tolerance to have nuns and landed female vassals as spies. I reach level 3, but I still can't appoint females other than my wife as spymaster. This after I made a couple nuns. I also have direct female vassals. What am I missing? I am playing as Byzantine Empire. Is there some kind of decision I'm supposed to select? I don't see any options to change laws (other than as they relate to inheritance) in the laws tab...
