From an event I changed from a Monarchy to a republic government. My current government is Administrative Republic. When I go to change government type there is a red X beside every republic government except Noble Republic. Annoyingly when I hover my cursor over the red X there is absolutely NO reason listed for the red X (and yes I do have more then enough administrative points). I want to change to a Merchant Republic - how do I do this?
Thanks Novocat - from the Wiki I see the event is called "Adopt Plutocratic Administration". I actually have met all of the requirements - any idea what caused the event to fire? is it just random chance?
Some said you can use the Government CB of the Diplomatic Idea, to declare war to a republic, then surrender and offer to change goverment yourself!!! (I am not test on this)

And by getting the Rev/CounterRev CB from the Diplomatic Idea Group, then DOWing a Merchant Republic (who is your neighbour), gaining 100% WS by sieging all their provinces, then Offer Tribute to Force Government on yourself.
Is there anything a theocracy can do to change its government form, either to a republic or a monarchy? I've seen some AI theocracies turning into either of those, so I wonder what the conditions might be before start playing a theocracy. Perhaps just waiting for the republican rebels?

Not that I know of. I suppose just the standard fall back method - rebels forcing a change? Maybe if you annex some monarchist territory, you get a good chance of rebels forcing a monarchy? I've never done that personally so I don't know specifics, but I read people talking about it a lot, and can't think of a reason why it'd exclude Theocracy. After all, if you can go from Catholic to Sunni via rebels, surely you can change any government - at least to the standard governments.
A Theocracy can't use Rev/CounterRev. That CB can be used only by a Monarcy or a Republic.
What's odd is that a Republic (but not a Monarchy) can use Rev/Counter-Rev to change to a Theocracy! Or indeed any other government, except the special government types.

The CB code precludes the use of this CB by any government except Monarchy or Republic. Monarchy can only use it against a Republic. But Republic can use it against any government, except certain special governments that are always excluded.
I'm not sure why it allows Republic to change to anything, but not Monarchy. Of course, a Monarchy could change to anything if it first changed to a Republic, using that as a stepping-stone.
