Pretty much as the title says. I have decided to, in order to spice up my game a bit, to play as a bastard son of my character, William III of England. However the bastard is lowborn, and thus has no dynasty. When I land him however, a random dynastic name and Coat of Arms is generated. Is it possible for me to alter either of these?

Altering the name is my only real concern. I've got a savefile with the bastard having been landed as count of Norfolk, and him bearing the dynastic name 'FitzPeter'. I'd much rather change the name to something like 'FitzRoy' or 'FitzWilliam' or even 'de Norfolk'.

Any advice/information is appreciated!

You said you've got the save file open, search for (ctrl + F ) "FitzPeter", then all you have to do is change the Peter to William or whatever you wish. I'm not really experienced in editing CK2's save files but it seems as though this would work. :)

EDIT: In case you don't know how to open the save file, download notepad++ and use it to open the save file. Then you simply have to do the steps listed above.

I think it's possible to edit the name, and probably the Coat of Arms, by editing save files. Find your character's dynasty in the save file or by turning charinfo on (it'll be a number), then find the dynasty number; what you see should look like this:

Put whatever you want your dynasty to be called (FitzWilliam or what have you) after name=. The Coat of Arms can also be edited this way, I believe, but it's more complex. All of the numbers refer to different elements of the CoA.

If you don't want to do that, there's always the option of landing your character, saving and reloading, and then making a Ruler Designer character with an appropriate appearance, traits, dynasty, and CoA.

Long way:

Open console, type "charinfo 1", press enter, close the console.
Hover your mouse over the bastard, wait for a bit, you will see his ID. Write it down somewhere"
Go to the save file folder in "My Documents", open the save with good text editor, like Notepad++.
Search for "x=", where x is ID of the character.
Look for a "dynasty=y" somewhere below. Now search for "y=".
Look for "name=z", change z, save.

Final piece of advice, legitimize the bastard or marry him to other not legitimized one/lowborn.

Ninja'd two times. God, typing on iPad is slow.

And make new CoA with a Ruler Designer, if you need, yep.
