How do I change infrastructure map colors?

It's just frustrating when you have steel railroads and you can't tell what the infrastructure level is in your provinces. Can I change the light light green/light green/semi-light green/almost green/green/white color palette for the infrastructure map? Where do I do it?

What you want is under victoria/map/colorscales.csv

Changing the numbers under light green and green yielded some results. However, my results were not pretty and tampering will affect political overlay colors.
